Dr. Robert Tomes provides technology consultation and research support to an office sponsored by the Office of the Undersecretary of Defense for Acquisition and Sustainment. The effort includes meeting with a diverse range of 200+ companies a year (mostly small businesses and startups), helping company leadership develop use cases and growth strategies, and providing facilitation and coaching services to connect companies with government mission owners across national security, defense, intelligence and homeland security domains.
Tomes joins team supporting execution of SPD-3 (Space Traffic Management) and other efforts charting the future of space situational awareness and space domain awareness. Activities include engagement across national security, intelligence, and commercial space domains.
Liminal Leadership provides senior technology consulting and advisory services to DoD efforts focused on tradecraft innovation that include AI/ML, supply chain, and other topics. Services include leadership development and facilitation.
Liminal Leadership is proud to support a leading national security industry partner in the development of business winning and proposal efforts related to the future of S&T intelligence. Services provided include technology consultation, leading research efforts to sharpen technical volume content, and proposal leadership team facilitation.
2015
Dr. Tomes authored a chapter in the U.S. Geospatial Intelligence Foundation (USGIF) 2015 State of GEOINT Report entitled "The Visualization Imperative: Transformation in Conveying GEOINT Context" linking NGA Director Robert Cardillo's "consequence" strategy to the current and future state of visualization.

Liminal Leader President joined the innovative CA-based space and data analytics company Planet Labs as an adviser working strategy. Planet Labs objective is operating a constellation of small satellites to image the entire land mass of the earch every day at 3-5 meter resolution. See Planet founder Will Marshall's TED talk and a CBS program on Planet.
2014-2015
Dr. Tomes authored a series of articles on the historical origins and relevance of the Cold War Offset Strategy in light of the current Defense Department Third Offset Strategy initiative.

Dr. Tomes co-edited the United States Geospatial Intellignece Foundation (USGIF) monograph Human Geography:Socio-Cultural Dynamics and Challenges to Global Security available at usgif.org and throuh Amazon. Tomes co-authored the Introduction and Epilogue.

Dr. Robert Tomes published American Exceptionalim in the Twenty-First Century in the International Institute for Strategic Studies journal Survival.

Dr. Tomes moderated an important panel on ABI tradecraft and analytic methods as part of the USGIF workshop at NGA. Tomes is the Director of Tradecraft Advancement at BAE Systems, INC and an adjunct professor of security studies at Georgetown University.

In addition to developing leadership and training initiatives, Tomes is working a classic "liminal leadership" challenge for large corporations: mergers and aquisitions. He is continuing his foundational research on liminal leadership and continues to support select clients through Liminal Leadership, LLC.

The MapStor Foundation was established in order to enable more effective research into socio-cultural dynamics worldwide, better our citizens' education about the peoples of the world, reduce social conflict, and improve global security.
The MapStory Foundation is committed to realizing its vision through the implementation of www.mapstor.org as a crowd-sourced, geospatially- and temporally-enabled socio-cultural dynamics data repository available to the world through Open Geospatial Consortium (www.opengeospatial.org) standard web services, built around a socio-cultural data model arrived at through a consensus process. MapStor will enable the organization of expert knowledge about socio-cultural dynamics, worldwide and over the course of history, and make it easily accessible to a global user community. Dr.Robert Tomes contributed a book chapter, "Defense Strategy in the 1990s: Old Wine, New Bottles," in US Military Innovation Since the Cold War: Creation Without Destruction (Routledge) edited by Harvey Sapolsky, Ben Friedman, and Brendan Rittenhouse Green. The book examines the internal politics of the services as well as civil/military relations to identify the external pressures on the services for innovation. The book examines and offers explanations for the lack of innovation in the 1990s despite much talk about the revolution in military affairs. The book was sponsored by The Center for Technology and National Security at the Natonal Defense University.

Robert Tomes announces the publication of At the Crossroads: Perspectives on US-China-Africa Security Affairs. Tomes served as the Crossroads Africa project director and lead editor for the volume. The volume includes 22 authors drawn from CENSA members, noted academics, and policy makers. Ambassador David Shinn and Deputy Undersecretary of Defense for African Affairs Theresa Whelan provided the Foreward and Preface. Professors Ian Taylor, Paul Williams, and John N. Event Summary
This book panel addressed the nexus of U.S. foreign policy and security issues that involve Africa and China, including the emerging role of the U.S. Africa Command. The event will include presentations by four contributors to a forthcoming CENSA monograph with four sections, including: Framing U.S. Security Policy Towards Africa; Perspectives on China-Africa Security Issues; Security and Development Challenges; and AFRICOM and U.S. Military Strategy. Dr. Robert Tomes spoke at the 2nd Annual Synergy Conference in Marco Island, FL. His presentation, "Rebalancing ISR: Collaboration Myths and Realities," addressed changes in ISR approaches since 9/11, the role of expertise in developing better Ops/Intel integration processes, and recommendations for the next QDR.

Liminal Leader founder Robert Tomes was awarded a 2008 Fellowship from the IBM Center for the Business of Government to conduct research on collaboration practices in the national security community. His Collaboration Myths and Realities monograph will be published in early 2009.

Dr. Robert Tomes has been elected to the Board of Directors, Council for Emerging National Security Affairs (CENSA). CENSA a non-partisan, non-profit 501 (c)(3) research organization was established in 1999. Its membership is a diverse international group of public sector foreign policy specialists, military officers, private sector professionals, and accomplished academics. CENSA's mission is to contribute to the ongoing dialogue shaping national security policy through formal discussions, graduate level teaching programs, virtual collaboration, frequent publications, and high quality research programs that draw upon the diverse talents and innovative perspectives of its membership.
